On June 30, 2017, Global Affairs Canada issued Notice to Exporters No. 12 “Amendment to Area Control List (removal of Belarus)”.  On May 13, 2016, Global Affairs had announced that it would “initiate the regulatory process to remove Belarus from the Area Control List (ACL)”.  It took over a year to get it done.  The final step will occur on July 12, 2017 – The full text of this regulation and its Regulatory Impact Analysis Statement will be available in the July 12, 2017 edition of the Canada Gazette, Part II.

Since May 2016, Canadians could export goods to Belarus and the general provisions of the Export and Import Permit Act applied. If goods and/or technology to be exported are on the Export Control List, an export permit is required – just like other countries.
